Swapan K. Biswas Was born in Kolkata on 21st August1947 and educated in Scottich church collegiate School and University of Calcutta passed I.A.S. Examination in 1975 and has been serving the government of india for last thirty years. In his early days and as a student in Kolkata, he was actively associated with the communist movement and with other momentous social movements of rural Bengal. Soon he began to realize the overshadowing harmfull impact of an invisible force behind every aspect of indian llife and how that force was contaminatd with caste psychology. His bureaucratic busy schedule did not stop him from his pursuit of truth of human relations and the development of society.
As an Ambedkarite activist he was the key person in the installation of the portrait of Dr, ambedkar in the central Hall of the Indian parliament and conferring ‘barat Ratna’ on him posthumously. He was one of the members of the Baba Sahed Dr. b. R. Ambedkar Birth centenary celebration committee, Ministry of Welfare, Government of India.
